No, Muscidae (Phaonia) <=Anthomyiidae?

Photographed in late March this year from Zhejiang China. Body length around 10mm I assume. Sunbasking on the trunk of a maple tree. Am I right in assuming this belongs in the Family Anthomyiidae? Thanks in advance!
