I believe this may be a Leucophora sp. (Anthomyiidae). The behavior seems to fit: I observed this fly approaching foraging bees (Andrena sp., I believe) in my garden near Oslo, Norway today on 7 May 2024. A very similar-looking fly was observed approaching a burrowing Andrena bee yesterday.
