According to a key I checked, the combination of yellow scutellum and yellow flagellomere should make this Phytomyza rufescens. I have not seen a picture of this species. As noted on the home page of this site, the old Agromyzidae Recording Scheme site is down and the new site does not have images available (yet?).

That looks like a different species than the one here.
