Look good for Urophora jaceana - but it seems that we can only exclude U. cuspidata and U. solsitialis by comparing the aculeus of the female's ovipositor.

Certainly NO jaceana: the femora are black.
It looks more like U. terebrans from Cirsium ciliatum, which sometimes have black femora or U. lopholomae from Centaurea scabiosa, which ALWAYS has black femora. Both are present in Volga basin
