Little dark fly - Milichiidae?

Hi,
I found this freshly hatched 3 mm fly on a dead aspen. The fly ran restlessly on the stem. I managed to capture it. A good hour later it had inflated its wings. Unfortunately, the fly escaped while taking pictures. Is ID possible?
