Hello.
This Dolichopodidae of 4 mm was observed on february 14th in the north of Yonne Department (Burgondy, France). May be a female of Campsicnemus umbripennis according the picture presented on Diptera Gallery.
Since I am not sure for the genus, your help will be useful. All my thanks for a reply.

I think this is not a Campsicnemus umbripennis. According to the descrptions of the female of this species, legs are supposed to be black, at most with light knees or with partly yellow hind tibia. Your specimen doesn't seem to fit.
