Old images from 4th Sept. 2018 which have been accepted as Clytocerus splendidus after posting on Observation.org https://observation.org/observation/231217598/

I collected it either from my garden or inside my house.
Flensburg, N.Germany

Is this a common European Psychodidae ?

That was me on observation.org. Clytocerus remains a nasty genus with alwys ground to doubt. The forks in the wing are good for splendidus, and the general look too. It's definitely not ocellaris and dalii.
