Likely a Cheilosia male. Can this be identified to species based on this one image only?

Soror is possible (large facial knob?), but with this strange light... also pagana (tibia with black rings; wings distictly longer than abdomen) is possible? What's the date of the picture?

August 17, do not think that this helps a lot. This picture was actually taken in Transylvania (Romania) in the low Carpathian mountains. I apologize for the mistake.
