Empis caudatula?
Seems to be the only Empis with white-ish wings mentioned on key.

Shape of genitalia and thickened hind and fore tarsi seems concordant with images of male on boldsystems :

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
