Hi Alex, I don't think it's Culiseta annulata which should have even more white rings.

The pointed abdomen tip indicates Aedes or Ochlerotatus, and the detail of the leg banding suggest Ochlerotatus cantans to me, but this is in a tricky group of species, and I would be wary of a photo-based identification.
