Empididae, Empis pennipes male

Hello,

A small Empididae found in North of France, at Clairmarais, the 23 May 2021, at the edge of a deciduous forest path
Maybe an Empis sp. ? Can the external genitalia can help to ID it ?

I for some reason always imaginated Empis pennipes male to have feather like setae like the female
