I fail to identify this Tehritidae from Mongolia.For me it is close to Noeeta, but there it stops. Is it possible to name to name it?

I need to see the scutellum (shining?).
If nothing uncommon, then Xanthomyia (=Paracarphotricha) alpestris Pokorny, apparently a root gallformer on Erigeron or Aster in subnival or alpine meadow zone

The scutellum is indeed shiny and black (See picture) and it was collected on an alpine meadow. Can't remember if the host plants were there.

It is. The species is rare in Alps, but is common in Tien Shan and Mongolian mountains. A glacial relic. I am curious about genetic distances between Central Asian and European populations.
