Either Ochlerotatus berlandi or Oc. pulcritarsis. The females of these two species are very similar, and I don't know them well enough to be able to separate them from a photo.

Definitely not pulcritarsis, scutum and femora don't match.

Educated guess: Ochlerotatus (Ochlerotatus) berlandi

Cfr. Becker & al. 2010, p. 248: "Aedes mosquito with apical/basal tarsal banding and all-dark wing scales. Differentiated from pulcritarsis by scutum pattern: "Whereas the scutum of Oc. berlandi has clearly contrasting by dark and pale golden scales, Oc. pulcritarsis exhibits a weaker pattern of pale and dark scales on the scutum, and looks rather uniformly golden brownish in colour."
