Lauxaniidae, Phobeticomyia. According to the key in Shi et al., 2009 (Zootaxa 2090: 57-68), with scape and pedicel black it evidently runs to Ph. lunifera (de Meijere, 1910), described from Java and widely-distributed in the Oriental region. Very similar recently-described Ph. motuoensis (Li et al., 2020: ZooKeys 953: 119-136) is apparently extra-limital (Tibet).
