Superficially like a Culex modestus in colouration, but note the pointed abdomen in your second picture - this suggests Aedes, and the colouration matches Aedes cinereus. (Aedes geminus is very similar, and has recently been recorded from Finland. You need to examine the male genitalia to separate these two.
