Appears to have a complete subcosta, free from R1 distally, and a retracted dm-cu crossvein. I think Agromyzidae subfamily Phytomyzinae.

Subcostal region of left wing looks different from that of the right wing (a monstrousity?) Macrosetae of head and mesonotum are reduced. Colouration very much like Chloropidae. I think it is a chloropid.
