It is suspiciously cyan, like T. longicauda, but has wings w/o brownish shade, like in T. serratulae. The key characters, are. however, the length of female ovipositor and or a few microscopic setulae on female genitalia.
Or at least the host plant.
Otherwise -- no way to tell.
And yep, the banded eye pattern is marvellous and mellow, and is present only in these two terellia species...
