Seen today (2019-IX-7) next to my house in Massachusetts, USA. I showed photos to an expert on regional fungivorous Cecidomyiidae and he didn't recognize it despite the unusual characters.

2 mm long, about 8 globular flagellomeres, basitarsi of normal length, no tibial spurs visible, narrow complete eye bridge, horn on anterolateral margin of thorax, large pale bristles on outside of fore coxa. What I can see of the wing veins is consistent with Lestremiinae s. str. but I can't rule out Micromyinae.
