It is Chironomus or a related genus. "Close" means a close evolutionary relationship. There is a group within tribe Chironomini where males have 13 or fewer flagellomeres instead of the usual 15. That group is further divided into the "Chironomus group" with normally developed appendages between the main claspers of male genitalia, and the "Harnischia complex" where those appendages are reduced.
