Hello !
Aywaille (Belgium), 23/6/2019, on oak bark.
Obviously no black mark between the antennas (bottom right).
So,
Peplomyza discoidea ? If yes, it could be a new species for Belgium (according to Fauna Europae, but is it updated ?).
