In Britain this would be
Sciara hemerobioides. I don't know if there are similar species in Russia with which it could be confused.

Tony, thank you. I thought about Sciaria analis, there are many images of this species in the net, and my flyes looks similar. What is the difference, may I ask?

It appears that it may be possible to separate
Sciara analis and
S. hemerobioides as females. (Usually it's a case of examining the male genitalia.) Apparently the sixth antennal segment is shorter in
analis (length= 2x width; in
hemerobioides length= 3x width). So I would say that your specimen is
analis. Someone more familiar with the Eastern European fauna may correct me! ;)
