I think this is
Tabanus lineola Fabricius. There are other, similar species and I have not read all the literature.
Massachusetts, USA September 9, 2016. Near slow-moving fresh water, about 5 km from salt water.

I have the literature, but it is a very tricky group. I will look into it.
No frontal shot ? Do you happen to know whether the subcallus was dusted or shiny black ?

Yes, it is.
IN some species , like Hybomitra nitidifrons and some of your Canadian ones, the condition of the subcallus is quite variable, however, not sexually dimorph.
Of course, the shape of the subcallus is slightly different, if you have males with big eyes like here.
