i found this fly in a small swamp in West Finland

Photo taken on 9 September 2015 in Kokkola Finland.

Thanks.

Couldn't that be the male to your female of http://www.dipter...d_id=69130? At least a Cordilura...

Cordilura ciliata, unless there is another species with a long seta lateral of the base of the arista (well visible in the right antenna on the third image). If no-one disagrees about the ID, then, please, submit for Gallery.

This long seta is also present in your last photo of the female! And Ball's key says, "The strong bristle on the outside of the third antennal segment below the insertion of the arista is a distinctive feature." So both are C. ciliata :).

Paul, only Cordilura ciliata has this seta, Ozerov told me that once.
