In the hemimetabolous insects as well as in many other Arthropod higher taxa the immature animals look very much like a small adult creatures, so the larval stages are called nymphs. (Heteroptera, Dictyoptera, Araneae, Collembola etc..)

I think these are indeed Culicid larvae, but I can not tell you more.
