I'd be happy with that identification. The general appearance is right for Neria and the ovipositor sheath typical of Neria. In N.cibaria there is a dorsolateral constriction of the ovipositor sheath as your picture illustrates. It's always worth sticking around and looking for a male; the genitalia are much easier to use for identification and there are frequently 2 or more species in the same location.
