Moscow region, 25 june.
About 4mm, running it move the wings like gymnast.
Is it female of some Tephritidae?

Close, but not quite. The family is Pallopteridae, a small family closely related to Tephritidae. Some Pallopterids are not easy to tell apart, but the dark edge of the wing makes identification easy in this case:
Palloptera saltuum
This species is very common in humid broadleaved forests. The body color of
saltuum is particularly variable, from pale yellow to entirely black.

Actually in this species there is sexual dimorfism. The male and female looking rather different in colouration.

Yes, you are right. It certainly is a female!
