Larves in an mucilaginous net on Fomes. I think it's a diptera but not sure.

Maybe a Keroplatida? Here they say the species forms such a web. http://staff.science.uva.nl/~oosterbr/Sevcik,%202006.pdf

I think some Mycetophilidae can also do that, for example
Sciophila.
