I think it says (from my rough french) that it is from the family Pteromalidae, genus Pteromalus sub-genus Habrocytus Thomson. It is in the Pteromalus elevatus (Walker) species group, and maybe that species exactly. But the group contains many species and it is difficult to distinguish them. A parasitoid of Tephrytidae on Asteraceae. :)
