Hello
I saw this gall on Cypress Spurge (Euphorbia cyparissias) along a waste land. I think maybe it coul be due to a Cecidomyidae, Bayeria or Dasyneura or something else. I don't know if it's possible to say so.
Anyway, I think this gall is not completly developed yet.
