I belive this fits into Tephritidae, but no succh fly in galery there.
Body length 3 mm, Location Slovenia.Picture taken in june.

Hemilea pulhella F., a miner, probably in Taraxacum leaves, mostly in mountains or moderately wet northern areas (e.g. Moscow in Russia). Nice photo.

That's what I can recognize, the matter is what sort of Asteraceous plants was around.
