Sorry I can't really help, it could be a female anthomyiid. I would need to knoow the following: are there fine pale hairs under the tip of the scutellum?. Clear view of anal vein; dorsal setae on hind tibia; are there setulae under wing on costal vein?; is there a short setula under hind tarsus near base? None of these will show up on a general photo.
Does it look like a female Azelia? I don't have any muscids anymore in my collection.
