I agree that it doesn't have an Anthomyiidae face. Katepisternal arrangement could be 1:2 (difficult to see). If I'm not wrong, the frons bears a proclinate orbital. In combination with pd on t3, and narrow genae/parafacialiae, this leaves us Thricops or Hydrotaea...I can't see any that could match to this fly...
