I think it's Pegomya, probably close to P. winthemi given the flatened/broadened mid and hind tarsi.

The fly fits very well the description of Pegomya winthemi in M. Ackland' key :
within the group with dilated tarsi, Pegomya winthemi has these characters : basal antennal segments, palpi and tip of scutellum orange-yellow, presutural acrostichal rows widey separated...
