Hi Shar,
Despite your disbelieve, it is one species:
Dilophus febrilis in Bibionidae.
So they are, indeed, mating
In Bibionidae the sexual dimorphism is quite large, as you did observe.
Extremely common species
females easily IDed by the dark wings
