this little fly looks a bit like Phaonia pallida to me. But I am by far not sure. Who knows better? Hagen, NRW, Germany, alder marshland, 175 msm, September 26th 2008

You were right to doubt : this is a Lauxaniidae fly, I think
Meiosimyza but I'm not the expert.
