Parydra aquila is correct. At first I didn't believe it - those grey+black tibia felt troublesome - but a quick check of some specimens relealed that such a pattern is indeed visible visible when light hits the leg from a particular direction. This species is very common in Finland, second only to the much smaller P. pusilla.
