First question is if is correct call it Portica or Phortica.

Second is the species. Surely is impossible with this photo but J. Mota Almeida have some exemplar and can take better photos. These flies was attacking constantly our faces in Valbona, Teruel, NE Spain, near Mijares river. At begin I thinked that was Simuliidae.

I don't recall this one. But with this photo is nearly impossible to be sure.

Only two species in Spain! Ph. semivirgo and Ph variegata. Phortica treated as subgenus of Amiota, which includes one more species: Amiota alboguttata. With these dates and the collected exemplar of Jorge, coul de possible to ID?
