Dipterists Forum Bulletin publishes a number of newsletters in each issue.
These are usually available before publication.
This one has been uploaded to ResearchGate as a preprint

As Bulletin editor I get early copies of others too. Let me know if you think that method works, it'll help me persuade other newsletter editors to do the same.
