I believe it is a Urophora

Looks like a little aberrant Urophora congrua (see slightly darkened hindfemora) or U. solstitialis,
Unfortunately, only the female aculeus apex under 40-100x magnification differs them. Or the host plant.

Thank you! Unfortunately, I do not know the host plant, got this by sweeping low vegetation. I'll see if I can take a picture of the aculeus, I doubt it will be of good enough quality...

Urophora cuspidata -- absolutely certainly now.
Sorry for the delay: when you added these pictures, russia was bombing Kyiv, and I was in a shelter.
