No clear idea -maybe not yet fully coloured female of D. (Sophophora) obscura group. Better pictures or specimen should be seen

Oh, I considered darkening of the apical third of wing an artifact of the photo. Then it is indeed obscura group, but a male - not fully coloured male of D. tristis. Fore tarsi are out of focus, so that sex combs are not visible.
