Hello,
In the south of France, March 21, 2020.
Very small fly, 1.8 mm, with antennas like feathers.
I don't recognize the long front legs of the Chironomidae.
The pictures are not very good because it was windy and the fly is very small!

I would say Forcipomyia (Ceratopogonidae)
