I think this is a Suillia (Heleomyzidae) - see the thorn-like setae on costal vein.

Suillia has 1+4 dorsocentrals, very rarely a humeral bristle, and always only one orbital bristle. Lauxaniidae usually have 0-1+2-3 dorsocentrals, a humeral bristle, and two orbital bristles with at least the hind one distinctly reclinate.
