I think this is Bombylella sp.
It has very typical flora: Ammophila arenaria; Sedum sediforme; Acacia longifolia; Briza maxima (many!); Artemisia campestris; Corema album; Otanthus maritimus; etc

The fly is above Othantus maritimus (plant that can survive in very harsh environment - very salty, windy, and sunny places)

I think not
Bombylella, more likely
Bombylius but a remarkable insect the like of which i do not recall seeing myself.
