Center of France, on Flower of chestnut tree, 07/07/2014. Litte midge : 3 mm.
Particular wing nervation, large head,
I need help !

Looks like a Phasia sp. (Tachinidae)

Thanks Valerio, I did not remember there were Tachinidae with petiolated cell r4+5

Phasia pusilla group. Very interesting group, please collect (all !), we need to study the genitalia.
