I think a Pegomya cf solennis, Netherlands.

Pegomya solennis(Meigen) is indeed a very common species.
But female Pegomya species are very difficult to ID from photos!
I know, mostly you make several photos, so you have to check:
-Prealar should be longer then posterior notopleural seta.
-Cruciate interfrontal setulae should be absent.
-Palpus should be brown (pale at base)
-Presutural acrosstichal rows should be close together, with no little hairs between.
-Lower squama not projecting beyond upper one.
