Could anyone help with ID please. Taken on snow in Estonia in October.

Phoridae and probably Triphleba admirabilis.

By the way, I just got an e-mail from Dr. Henry Disney that this is a male of Triphleba flexipalpis Schmitz, 1927.

My reply was just a guess. I'm not a Phorid expert like Mr. Disney.
Nikita, I really know only that Triphleba spp. are winter active, recorded on snow.
The fly looks very amazig.
