If it's a Eudasyphora the species can be distinguished by

"Several ad setae on tibia t2 or one ad seta opposite to pv seta" ... cordilleriana, cyanella, zimini

"One primary ad seta on tibia t2 (a weak second seta may be present in E. canadiana) about halfway between pv seta and distal end of tibia." ... canadiana, cyanicolor

It is a real blue fly, as the Neomyia viridiscens picture is taken at the same place the same moment.
