Looks like a male Meigenia (erect, parallel, apical scutellars) but the photos have been taken from unfortunate angles ;)

Hi James - in the M.mutabilis group the male genitalia is required for an ID so photos seldom work ;)

It's a male Meigenia of the mutabilis group, in my opinion :)
