Seen 16 september 2012 in The Netherlands.
Runs very fast on leave with short stops.
Has conspicuous colourfull abdomen. Also hind tars looks reddish. Unfortunately no good sight on wing venation.
Is there a name for this fly?

Not easy to say, but probably a female of Paraplatypeza atra.

I did not check this site for a while and discover now your reply. Thank you very much. I see that the male is all black and I could not find any other pictures of female Paraplatypeze atra yet.
