France, Dordogne. Mixed woodland/meadow on limestone.
3rd June 2012. Size 8mm. (ref# 13)
I think this is a female Prooppia (Phebellia) nigripalpis

Look again !

The vertex is much narrower than one eye.

Prooppia nigripalpis is excellent ID
